O.C. cities fight for redevelopment dollars

Garden Grove's redevelopment agency has about $50 million in
bonded debt and other debt obligations to auto dealers and
hotels. The agency also pays $3 million every year to the Garden
Grove Unified School District as what is known as "pass-through"
money.


That is money paid to school districts by most redevelopment
agencies to partially compensate for the property tax loss --
money the school districts lose to redevelopment agencies, said
