Candidate says rental measure can be tweaked

CHARLESTON, W.Va.--A Charleston landlord running for the 6th Ward seat on city council said he does not oppose the rental registration ordinance although he does believe it can be "tweaked." Anthony Jarrell is running against incumbent Edward Talkington for the Democratic nomination on March 8. Jarrell owns two apartment complexes with eight units total and a rental house.
